An example of how this causes problems is at MGNLDMS-132. It's generally just
confusing.
Possible solutions:
* just issue a warning when registering an element (template, paragraph,
dialog, ...) with a name that already exists (and explicitely keep either the
previous or the new one?)
* use complete path to refer to dialogs/paragraphs/templates instead of just
their name
