ConfigLoader.isBootstrapping is never true - we can just plain remove the call
to this from the RenderingFilter.
If needed, we could have a filter to intercept requests while the system is
being initialized: this is essentially what InstallFilter does - we'd just need
to render a different page for non-admins: see MAGNOLIA-1629.
