I see, that's interesting. (sorry for the late reply)
This sounds somehow related to MAGNOLIA-1629 and what I just added to
MAGNOLIA-2373, where only an admin could "start" the update (either by
"clicking" or by having set the appropriate property before startup) and other
users would get a temporary page (be it "dynamic" - ie giving an update on the
status - or "static" (i.e "service not available, try again in a few moments")
I'll create another task for your second issue, which is more likely to be
added quickly.
