Make sure edit/new bars are always visible on pages even if css declares simple

Typically, if a site's css says {code}
td {
background-color: white;
}
{code} the newBars and editBars aren't really useable/visible anymore.
This improvement will ensure the magnolia admin css files has stricter/narrower
definitions so that our bars keep their green !
