Permission denied on horizon server?

Can someone shed some light here?

I have a feeling that port 55000 is blocked on the host, and that this is
not on the horizon server itself.

The attempted telnet session to horizon.opensrs.net 55000 returns the
following:

telnet: connect to address 216.40.33.60: Permission denied

Of course this causes a "unable to establish socket" error on the client
side.
