I don't see this as registrant unfriendly. It just means registrants have to
meake conscious decisions regarding domains. You are not forcing them to
renew, they simply have to decide whether they want to switch or not. Let's
take an example.
I originally registered my domains with NetSol. I don't want to use NetSol
anymore, but what I know is that if I want to change registrar I have to pay
for one year renewal. So all I do is as they come up for renewal I simply
tranfer/renew them to my own account as there is no need for me to change
before renewal. I of course have the choice to trnasfer earlier but subject
to the renwal payment.
RSP should be viewed the same - why bother changing RSP during the life of a
registration.
I also have one of my domains registered with another RSP and it can sit
there until it comes up for renewal - I see little point in tranferring it
to myself until then.
If the change is to get better "included" services from another RSP, then
the registrant should be obliged to pay for at least one year otherwise you
could have situation like the following :
Current system (as originally intended and assuming domain not transferred
to renewing RSP):
- Regsitrant registrars for one year at enhanced services $25/year RSP
- Registrant renews for 5 years at bare bones $15/year RSP but continiues to
enjoy enhanced services for free
Proposed new system (assuming no renewal payment required) :
- Registrant registers for 5 years at a bare bones RSP for $15/year
- Registrant transfers to enhanced service $25/year RSP
- Registrant does not have to pay renewal
- Registrant uses 4 years 11 months of free enhanced services
- Registrant transfers to bare bones RSP and renews for 5 years at $15/year
- Registrant transfer to enhanced services RSP
Maybe the examples are extreme but it is human nature to find and exploit
loopholes.
Because RSPs offer different levels of services, it makes good sense and it
would be perfectly understandable to require renewal on transfer.
In cases where an RSP does not service a customer and the customer is
"forced" to transfer exceptions can and should be made on a case by case
basis.
