I have written http://opensrs-php.sourceforge.net/

It works, and is a pure PHP solution.  It is compatible with the 2.21 client
code.  The only reason it doesn't do multilingual domains is that I haven't
had time to convert String::Unicode and String::Map into PHP (volunteers?).
