It has always been an ICANN requirement that ICANN registrars make their database available for bulk access for a maximum of $10,000 per year. It's not just Network Solutions, *all* ICANN registrars must make it available. With that said, it appears only Network Solutions is actively marketing the availability of such data and if that is what the author of that article is complaining about, why don't they just say so (probably because they don't have all of the facts).
