Our client code is being looked at and reworked - in the interim the new
mandate is:

1) ChangeLog has dates AND versions, with much more descriptive component
changes and effects
2) Minor releases come with diffs as well (2.31 to 2.32)
3) Semi major releases come with diffs (2.3 to 2.4)

This is now in effect, so when the next client code version arrives (2.32 or
2.4?) there will be diffs, and the ChangeLog (going forward at least) will
be vastly improved.
