ICANN has a task force trying to do what you want ... but don't hold your
breath. They are lucky if they get some of the registrars to have an
available WHOIS at all.

This is really for another application, but lets say I needed to
programmatically find the country or email address of a given domain
registrant. How could I retrieve this?
Is there a means of getting WHOIS info in XML or some common data format?
Right now I use a WHOIS proxy server and it just returns registrant info in
the text format that the particular registrar decides to use.
