RACE_conf slowness

Hey all,

I heard lotsa complaints about new client code - but I had no idea!

2.3.1 takes *heaps* longer than it should.  I understand that RACE_conf.pl
is the culprit, yeah?  How do I fix this?  I know someone had a patch or
something:

I hate to sound like a dummy... but I really have no idea what to do with
that.  How do I make the necessary changes?
