While I agree with your assessment about the quality of the
complaints, if you report users who misuse or misreport using the
service, they will get a warning from the admins of the spamcop
service, and if they continue to get warnings along those same lines,
after a few they will kill the user's access.
And spamcop doesn't just pay lip service to this policy. They do
appreciate your taking complaints from their system seriously. The
problem though,and one they don't seem eager to address, is that they
made the reporting process so easy and simple, and that it encourages
people to report things, without putting any real thought into it.
And that creates the situations you mentioned.
