Multilingual mode

We are implementing the v2.33 of the perl client.
We get this message when send the order

"Domain: espa�olita.com Registration attempt failed: Registration not
allowed under this encoding type"

all the process is complete without problems,

Some data about our enviroment.
the RACE.CGI  is working,
we are using version 2.33 on linux mandrake 8.0 with USE_RACE active. The
browser is IE5.5 coding in UTF8 (autodetect). perl 5.6, the
verify_install.cgi pass without errors.
