This won't work, unless there he's got some kind of development system.
First off, there is no make utility, which is what CPAN.pm invokes.
Second, if there is a XS component, there is no C compiler...  Most module
installation for Win32 systems is done using Activestate's PPM, but in
this case, they don't have a version of this available for Windows.
