Can't dump stdout: Permission denied

Hi,

I keep getting this error when trying to access my reg_system.info.cgi
template "Can't dump stdout: Permission denied"

Does anyone know what this is and how to fix it?  Also I am runnig W2K and
need to know if I need other perl modules...  Can some one tell me a list of
the modules needed for v2.4 or higher.
