This means that the domain is on Lock of some sort.  Please send the
domain and the nameservers you wish to [EMAIL PROTECTED] and they'll
look into things.

Recently VeriSign locked a slew of domains to prevent incorrect business
rules from being applied due to an error of theirs.  Until late August,
these domains will remain on lock (no transfers, no renewals), but we CAN
affect nameserver changes via [EMAIL PROTECTED]

I'll get this more publicly mentioned, as it is a relatively recent issue.
