.name pre-reg does not obey this flag.  Actually, none of our previous
pre-reg products obeyed this flag; since the order states are a little
different (going into a pre-reg queue), the pending and other processing
isn't done.

Funds are not removed from your account until the batch is sent to .name
(batches are only sent once every 2 weeks), and then they are simply placed
on hold (pending results from the registry).
