This is a bug on our side (apologies) and has been fixed, just awaiting
promotion.  An announcement was meant to go out but due to the low number of
3rd level renewal requests we've actually received via the API (and they do
generate an error and are possible for the RWI) we hadn't gotten to it
yet...

This should go live shortly :)
