If the PDF states that admin email changes are blocked with the lock is
on, then the PDF is incorrect.  A subuser with the appropriate
permissions configured can also change the email address, with the
appropriate permissions, when the registry lock is enabled.

I think the essential element here is that it's a *registry* lock, and
while the ICANN RAA mandates that registrars maintain certain types of
records, in a thin registry like CNO, admin email addresses are the
responsibility of the individual registrars, not the registry.  Having
a registry lock apply to email addresses would be unenforcable except
by contract, and we all know ICANN's success rate in that area.
