During an RSP->RSP transfer of a domain that has over 9 years on it, our
system will move the domain to the new RSP account, attempt the renewal
(which fails) and refund the money to the paying RSP (since funds are placed
on hold, and the transaction does not complete from a billing perspective).
That's the best we can do.

SO - if you all want free RSP->RSP transfers, simply renew all your domains
so they've got 9+ years on them, and transfer away ;)
