I can create a QuickSSL order with the country listed as Peru, and the order
will fail with:

    The error which occurred was:

    Failed to create order: Order contains no active order items
    Error details: Invalid order item contact link.

Then, I can send an IDENTICAL order but change the country to US or Canada,
and the order will go through.

Change the country to Portugal - order fails with same error.

Can anyone tell me why an order would fail depending on the country? Or
possibly duplicate this? I just reinstalled the stock reg_cert.cgi and I see
this error on the standard distribution...
