This is confirmed, and I apologize for not announcing this in particular. I
did not realize that the API text was altered as part of this change.
We attempted to make the message more explicit (less confusing).
The old message is gone, and has been replaced with:
Domain not transferable. Domain already exists in {{RSP_ORGNAME}}'s account
