Yes, it's stupid, but our system recently send a request for a bulk
transfer, with only one domain in the list.
It failed with the following error:

[is_success] => 0
[protocol] => XCP
[object] => DOMAIN
[response_text] => Failed to reach min transfer count: 2
[response_code] => 460
[action] => REPLY
Well, I think that's a bit silly, and would call it a bug with the
OpenSRS system.
I'm going to fix our code, but I really think OpenSRS's system could've
handled this on their end and simply processed the one transfer request.
