f_bypass_confirm not being honored?

We are trying to silently transfer domains from our OpenSRS account to 
our OpenHRS account, using the SW_REGISTER command with 
"f_bypass_confirm" set to 1.  This should stop the end-user from 
getting a confirmation email to confirm the transfer.

However, half the time, the end user *does* get a confirmation email.  
Any idea why?  If need be, I can provide any OpenSRS staff with the XML 
payload we sent.

FWIW, I don't even see "f_bypass_confirm" listed in the API 
documentation.  :(
