Hi Colin,

The only difference between the two domains in your example is that one is
already under the Tucows tag and the other isn't.  There is a slightly
different logic path in how the system gives such a response. Based on what
I was able to dig up I would expect that regardless of where the domain
"lives", the system would return the same message for both, namely this one:

[transferable] => 0
[reason] => Domain status REGISTRAR-LOCK does not allow for transfer

I've logged it as a bug. Unless someone in dev can give me reason why it is
handled differently this will be worked out.
