As in, it'll cause the tab to freeze (one time only, when a new language is called for) while the file is downloading? OK, that's bad, but so is having Firefox be a lot bigger... Perhaps, as Brian suggested, we should be looking at using the Windows APIs and/or system ICU for some of this data, even if there are some things for which we want to ship our own implementation.
