But innovation is part of our mission (yes, the very short statement of it that must guide everything we're doing). So is openness, though. So we have a case here where two of those part of the core mission seem to be in conflict.

IMHO, we cannot sacrifice any part of the mission even in the name of another one of them. They need to go together. That said, we should push all of them as far as we can without sacrificing the others.

In this case, it sounds to me like we are talking about very little code, and any API we create should also be mostly agnostic of the specific implementation. I think trying to get re-licensing first and if that doesn't work, going for an alternative, actually open implementation is probably the way to go here.

That said, I absolutely think we should be a player in this field, and probably in others that concern innovation on the Web (IoT anyone?).
