CAs can only be included at their own request. As it stands, CACert has withdrawn its request to be included in Firefox until they have completed an audit with satisfactory results. If you want CACert to be included, contact them and ask what you can do to help.
In the meanwhile, as has been brought up many times in this thread already, there are already deployed or soon-to-be-deployed "easy to use CAs" in the world.
