At the risk of sounding pragmatic/opportunistic, why not wait until the usage numbers go down, as they're bound to?

Means and stats are maybe hiding more subtleties and could lead to a better 
informed decision on fixing this.
For example, hypothetically speaking if 90% of these 21% are made by 10 Web 
sites, it's a different issue than if there are made by 10000 Web sites.
