The Taskcluster, CloudOps, and Releng teams are planning on rolling out a
Taskcluster minor-version upgrade and database RAM upgrade to the FirefoxCI
cluster on Wednesday, April 13. Proposed timeline:

- Verify with Relman before proceeding
- Upgrade the cluster at 3pm UTC / 8am PDT
- Finish by 3:30pm UTC / 8:30am PDT; respond to this email.

Our no-tree-closure cluster upgrade on March 24 worked smoothly. We're
planning on following that model again. The database will unavailable for 5
minutes for the RAM upgrade; this will be another test of how much
disruption such an outage will create. If there is more disruption than
expected, ideally we can identify what we need to fix to make
non-tree-closure maintenance possible.

In addition to the database RAM upgrade, the Taskcluster team has landed a
number of improvements to the worker manager, which should help address
slowness in spinning up new workers. Both sets of changes should help make
Taskcluster more responsive.
