It might be a little out of scope of your question, but maybe we should agree on what we think the (government) CAs should be able to do and what not.

For instance:
- Websites for the government
- Websites for non-government but government related companies
- Websites for everybody
- Signing other not technically constrained (non-government) CAs
- Identity of citizen
- Role identity
- Code signing
- s/mime
- Internal communication (internal only websites, internal mail, ...)
- ...


Is the answer difference between a commercial CA and a government CA?
