assume it is still open. I was wondering if it could be implemented as a
part of a GSoC project if Mozilla were selected and if Mozilla would be
interested in doing so.

If this was proposed in the past, then I guess it's the right size and scope for a GSoC project. But you would need to find a mentor. So the best thing to do is to contact Wan-Teh Chang <w...@google.com>, who was lined up to mentor the project, and ask him if he is interested in mentoring it for 2012.
