They should all eventually pass. Subtests which are supposed to fail will use assert_not_equals and stuff, however.
We do have one test, infrastructure/failing-test.html (./mach test-wpt-failure), which is supposed to fail all the time. This is just to ensure that WPT failures are caught by the CI (there was an incident when this stopped working, IIRC).
