I second these experiences of working off m-i. Pushing patches manually is randomly frustrating, and so I've been using the "checkin-needed" keyword to avoid dealing with tree closures.
The rel eng team has been working on "Autoland", a "checkin-needed" sheriff bot.
Developers would flag their r+'d patch as "checkin-needed" and Autoland would try to land patches (in small batches) when m-i is green. Facebook has a similar "Ship It" button on their bug tracker.
Unfortunately, Autoland has historically been a low priority because infra instability and intermittent oranges make the problem difficult. The Autoland project began in 2011, but someone plans to pick it up again in Q1 2014.
