That's a logical fallacy, sorry. Just because there isn't a spec for
something doesn't mean the spec is not _necessary_. It just means there
isn't one. Generally if there isn't one and it's necessary people get
together and create one.
It could also be that, generally if there isn't one and it's not
necessary, there is no need to get together and create one. ;-)
In any case, I applied it to the real question where we have block and
inline type elements and we're looking for a specification, or a place
within a specification that tells us which element is of which type.
If it is true that "There is not _necessarily_ such a specification.",
then there may not be such a specification, in which case it follows
that such a specification then is not necessary, since almost a decade
will have passed then without one (HTML 4.0 Specification Recommendation
18-Dec-1997, although %block was defined pre-4.0) and surely ....

Also, based on _not necessarily_ also meaning _not of necessity_ it
rephrases to:
There is not a necessity to have such a specification.
Such a specification is not a necessity.
Such a specification is not necessary.
Sorry, that's false. That's not what the word "necessarily" means in
English at all.
