The config files are usually in /etc/fonts/ ... As for how to configure
(which I never had to do, the distributions always did that for me),
perhaps you should try the FontConfig mailing list or some other place
where that is on topic.

monospace usually isn't a font (my Linux systems certainly don't have
one of that name installed). It refers to a class of fonts with the
same width for every glyph.
