Percents might be useful, but lengths don't make much sense.
We'd have to specify how percentages are rounded when the resulting
value doesn't land on a pixel boundary. Standard rounding is probably fine.
But yes, percentages and bare numbers are probably the right way to go.
This also matches what we have for e.g. border-image.
