Yes, I'm seeing it with clean profile, also:

I've first noticed with latest nightly SeaMonkey and Thunderbird
builds, all replies in plain/text (non-flowed, format=fixed)
messages get no top-space separating them from previous quotations.
 I've found the new lines are missing from the corresponding PRE
elements, and then tried a simple HTML sample to find what I've
presented here.
