Yes, our behavior here looks correct. There are borders on all the
cells, and border collapsing is enabled. The computed border-color of
the top left cell is white. The computed border-color of the bottom
left cell is blue. Looking at
http://www.w3.org/TR/CSS21/tables.html#border-conflict-resolution we see
that rules 1, 2, and 3 don't apply to this situation, so this is the
relevant text:
When two elements of the same type conflict, then the one further to
the left (if the table's 'direction' is 'ltr'; right, if it is 'rtl')
and further to the top wins.
Both cells are in the same column, so the one on top wins and the border
is white.
