It really depends on how many elements and how many rules are involved, and on
what you're doing with the page.
If your page has 100-1000 elements (pretty normal) and 10,000 CSS rules (also
pretty normal), that's a different situation
from 100,000 elements and 200 CSS rules...
Probably also depends on whether your performance concern is load time
(mostly static pages) or manipulation time (mostly dynamic apps).
