Description: Honor scope and filter when chasing referrals
Fix Description: This fix makes mozldap honor scope when chasing
referrals. Making it honor the filter would be a significant amount of
work. The fix also cleans up the scope handling with respect to RFC4511
section 4.5.3. Both of these fixes bring us up to par with openldap,
which does not support filters, which was the concern of the original
bug reporter.
