The main reason is technical: to be able to handle the c-sdk separately.
But, if that doesn't matter (anymore), I assume a directory repo with all the sdks would be fine.

Pulling from the same repository but using a tag to provide stability to consumers like TBird and SeaMonkey is my preference. I assume that is what is still done for NSS and NSPR?

Yes, and for cvs c-sdk too ;-)
