Sigh. The docs are wrong. History uses VALIDATE_NEVER, which makes a
lot more sense.
LOAD_FROM_CACHE is used for LOAD_RELOAD_CHARSET_CHANGE and similar
cases, for which case it seems right to reuse no-store responses.
Filed bug #707160 to address this.
