This is one of the papers (the most recent) on Cx-TCP congestion
control, which is a low-delay congestion algorithm for TCP (and easily
adaptable for other protocols like SCTP).

It does not depend on any more information than is normally available to
TCP (no ECN, no send-timestamps, etc).

I would note there are caveats on the fairness and stability assertions
