We want to make HTTP/2.0 good enough for transporting WebSocket API
traffic. MSG_DONE was proposed by Roberto in response to our discussion and
we also want to provide him and httpbis how it can success based on our
experience from RFC 6455 standardization/implementation/deployment.

If it turns out the best things to do is leaving HTTP/2.0 untouched and
layer RFC 6455 onto HTTP/2.0 streams, we can choose it.

The question is what's the best layering. Whether we work with httpbis or
not depends on that question.
