I think this optimization would prevent a dev from submitting an app prematurely: https://bugzilla.mozilla.org/show_bug.cgi?id=834486 However, in the event where the developer submits an app and sets up bank details I don't think it will go into the review queue until they mark it as such. Hmm. We should verify that.
