I don't remember if this discussion was made when you were around David, but 
we're going to keep tickets assigned to those who supply the patch (if 
applicable). This way, contributors who are not committers, like Josh, have 
some documentation of their contributions on our JIRA. This is important to us 
when making decisions to promote contributors to a committer status.
