A few randomwalks failed with failed CheckBalance. After inspecting the code,
it is ensuring that no tablet server is hosting more or less than the average
number of tablets. This is a little tight since the table load balancer allows
for a little more uneven distribution of tablets, and there will be moments of
unbalance during merges and agitation.
