Canceling vote due to Keith's -1.

ACCUMULO-3801 is already in, and Keith is looking at trying to restore the mapreduce.lib.util classes. They were deleted in 1.7 before we officially adopted semver which is where the confusion came from. Should have a new RC in an ~hour.
