No Javadocs in 1.6.4 bin tarball

While updating the website, I noticed that the 1.6.4 bin tarball doesn't 
contain pre-built javadocs like 1.5.4 did.

My memory doesn't recall if this was an intentional change or something 
that just fell through the cracks.

Does anyone remember?
